2013 February 11th Minutes

Minutes of the Regular Meeting of the Council of the Village of Shell Lake in the Province of Saskatchewan held on Monday February 11th, 2013 at 9:00 a.m. in the Village Council Chambers.

PRESENT:

Mayor Anita Weiers, Councilor Estelle Dicus, Councilor Don Garand, Councilor Dillan Simonar, Councilor Greg Ardagh and Tara Bueckert, Administrator and Merv Dust, Maintenance

CALL TO ORDER:

A quorum was present and Mayor Anita Weiers called the meeting to order at 9:05 a.m.

ADDITIONS TO AGENDA:

9-13 Agenda Ardagh: That the agenda be accepted as presented.
CARRIED

ACCEPTANCE OF MINUTES:

10-13 Minutes Dicus: That the minutes of the January 14th, 2013 meeting be adopted as presented.
CARRIED

BUSINESS ARISING FROM THE MINUTES:

 Annexation – do not need to have another meeting after the results of the survey

Maintenance:

 Checked with a paving place in Prince Albert and they said that hot mix does not work for sidewalks
 Phone Department of Highway and request 3 loads of cold mix
 Can get 100 gallons fuel tank for around $1,000.00 at coop – go ahead and get it
 Well pump behind Village office quit working – was humming, replaced the well pump
 Need a safety harness, Christopherson has them for $285

Administration:

 Audit will be done on Friday, February 15th
 Sewer and Taxes send out together maybe
 Altering school boundaries – parents will have to apply where they want their kids sent to

Alderman:

 Doris Rowe sewer is frozen between her place and road – send letter stating that she pays until she can prove where the line is frozen and if it is town then she can send the village an invoice

Mayor:

 Had a call from Harold Fast from the RM of Spiritwood wanting to work together – maybe they can pitch in for the sewer fees

Fire Chief:

 No report

Water Test:

 Good

11-13 REPORTS – Ardagh: That the reports be accepted as presented.

12-13 FINANCIAL – Garand: That the Financial Report for December 2012
STATEMENT is accepted as presented.
CARRIED

13-13 FINANCIAL – Garand: That the Financial Report for January 2013
STATEMENT is accepted as presented.

14-13 PAYABLES – Dicus: That the Accounts Payable is accepted as presented.
CARRIED

CORRESPONDENCE:

 Enviro Way – Enviro H2O Seminar held on March 1st in Saskatoon
 Statistics Canada – Revised counts for Shell Lake is 152
 Sask. Housing Corporation – Nominating Committee
 Willow Insurance – Risk evaluation report/Revision
 SUMA – Changes to assessments

15-13 CORRESPONDENCE – Dicus: That we accept the correspondence as presented and filed. CARRIED

OLD BUSINESS:

 Landfill
• Talk to Scott Moe about the changes being done in March 2013

 Seasonal Campground A fees

16-13 Ardagh: That the rates for Campground A be increased by $100.00 to install heavier electrical wire and that the total amount for 2013 camp fees be a total of $1,150.00.

 Wages – Tabled
 Bylaw No. 1-2013 to Designate Municipal Heritage Property

17-13 Dicus: That the first reading be given to Bylaw 1-2013 to Designate Municipal Heritage Property Bylaw.
CARRIED

18-13 Garand: the second reading is giving to Bylaw 1-2013 at this meeting.
CARRIED

19-13 Simonar: That permission for the third and final reading of Bylaw 1-2013 is given at this meeting.
CARRIED UNANIMOUSLY

20-13 Ardagh: That Bylaw No. 1-2013 being a bylaw to Designate Municipal Heritage Property Bylaw be read a third time and adopted.
CARRIED

NEW BUSINESS:

 Cemetery – Gravel needs to be moved
• They will have to hire someone to haul it out, maybe the village can go half/half with cemetery

 Term Deposits

21-13 Weiers: That the two term deposits be renewed into i5 Series Product 441 for a term of five years.
CARRIED

 Arnold Henderson – Pay him $10.00 per hour
